Which is more worrisome...
...a president who authorizes illegal, secret wiretaps and surveillance of American citizens without a warrant, or an unrestrained intelligence agency who initiates domestic spying with no authority whatsoever?

Here we go with the "illegal" wiretaps again. I doubt the President would have periodically briefed Congressional leaders of both parties, over the course of a couple years, if anyone *truly* thought this was illegal.
And the FISA court, the one everyone wants to issue the warrants for this surveillance? They've already ruled that the President has the inherent authority to conduct these wiretaps.
